mute audio on startup

I have looked around and have found some solutions for performing this but some require specific scripting and some require 3rd party applications that I may not want to have to track licensing when used in my images. Nircmd is one of those utilities.

I am looking at a solution to mute the audio for deployed image. Typically when a newly imaged machine boots it will have the audio volume defaulted to either 100% or something high. For the different users that will receive factory imaged computers, I don't want to cripple the audio or disable settings which might create an unnecessary helpdesk ticket to discover why their audio isn't working. Either looking for a simple solution to have the audio default to maybe 25% or just mute so that the user can easily just unmute the system if necessary.

I had thought that perhaps muting the system audio during the configuration might carry over to the completed image but my maintenance images contain the volume as muted and my gold sysprepped images have the audio unmuted. I can't seem to find a switch in sysprep that might be the cause or a line that I can add to unattended.xml to make sure that it stays muted.
